It has been announced that the next Command and Conquer will mark a return to the Generals universe. In a notable move, the game will move away from the aging SAGE engine to the Frostbite 2 engine featured in Battlefield 3. From the official announcement:
C&C Generals 2 will evolve the action-packed modern warfare game-play of the original C&C Generals to a new level. So get ready to compete for resources, build your base and command a massive army of tanks, soldiers and aircrafts into battle. The brand new game engine based on the stunning Frostbite 2 technology will deliver the best looking C&C experience ever and introduce new features you’ve always looked for in past Command & Conquer games.

There's not much on the story as of yet, but the description provided is as follows:
In the near future, world leaders are mere seconds from signing a global treaty and bringing an end to war as we know it when a devastating terrorist attack rips through the peace conference, killing all in attendance. In a world left with no politicians, diplomats, or activists, only the Generals remain. It’s up to you to assume their roles, command of their forces, and put an end to global terrorism once and for all.
There's also no word about moddability, though Battlefield 3 was not moddable. Here's hoping Generals 2 is!
