I have a mod idea in stock. It's name is Command and Conquer Generals: the Ultimate Devastation. It is a TCM which adds a lot of units. It's basically a hybrid of Contra and Rise of the Reds, with lots of new ideas thrown in.

USA- A faction generally good at drones, airforce, and experimental technology.
Leader: Elizabeth Sanger
Manpower: 2.74 Million
China- A faction that uses lots of hordes, electronic warfare, and heavy damage weapons.
Leader: Fu Guan Chao
Manpower: 8.52 Million
GLA- A faction that is good with guerilla warfare and stealth.
Leader: Shah Khalidah
Manpower: Unknown(estimated to be 6.7 Million)
Russia- A faction that uses a lot of brute force and raw firepower.
Leader: Yuri Zworykin
Manpower: 5.88 Million
EU- A faction that focuses on experimental technology, mechanized assaults, and defenses.
Leader: Fernando Sagrada
Manpower: 2.91 Million
PPA- A faction that is highly mobile and very good at nanotechnology.
Leader: Keiko Masahoru
Manpower: 1.63 Million

No vanilla factions though.... 3 generals each, making 18 generals all in all.
(Note: you can change the name of the leaders if you like.)

The storyline will take place circa 2060s-2070s.
-New features. Each faction can be toggled to speak its own language, like Contra.
-The rank system is also like Contra's. Certain units can only be unlocked at specific ranks. Normal units are unlocked from the start, Advanced and Hero-class units are unlocked at level 3, Super Units at 5, and each general has an Epic Unit which can spell doom to enemies, and can be unlocked at level 6.

I kinda feel like some of the subfactions are off-character or overlapping with each other here.

USA - pretty much what it was in ZH
Mecha Warfare - so walkers, exosuits, right? Does the EU already do this?
Experimental Warfare - Lasers? Plasma tech? Solar tech?
Rapid Deploy - Interesting one. A Rushing USA would be a nice change of pace.

China - Pretty much like in ZH
Red Army - Cannon Fodder General? Either that, or we have a "Highly trained troops general."
Special Weapons - do you mean fire?
Electronic - Off-character. But would be interesting.

GLA - same old
Covert Ops - Stealth General.
Assault - Vague. And off-character. It doesn't fit the description you have for the GLA.
Chem Warfare - Toxin General.

Russia - sounds like China, I'm p-sure there's lots of other things to describe the faction.
Mass Production - Again, Cannon Fodder General?
Electromagnet - EMP General? Hm.
WMD - Russian SW General/Turtle General? Or the "I only have weapons that hurt" General?

EU - P-much RoTR EU. But it overlaps so much with USA.
Adv Tech - VERY Vague. What does constitute as Advanced Tech, hm?
Def Ops - Okay, we got a legit Turtle General here.
Mecha Assault - how does it differentiate from Mecha Warfare?

PPA - New Ideas. Sorta.
Nanotech - Self-repairing/healing troops? Nano chest-bursters? Hm.
Macrotech - do you mean, Mecha? If so, we have three factions witb relatively the same theme.
Special Assault - HYPER Vague. What can be offered here will be a surprise.

Also total conversions mean that you don't use assets from the original game or modified it enough to differentiate it from the original game.

So uh. Its a lot of work. Maybe if you can get a dedicated modding team assembled.

Like Zat' said, most of this is a little too vague or is very similar to regular ZH. This falls in line more with a partial-conversion mod.

Let me elaborate:
USA - pretty much what it was in ZH
Mecha Warfare - Drones and mecha.
Experimental Warfare - Yes, and Anti-matter and Space tech!
Rapid Deploy - Yes, but more like Orbital-drop dudes, lighter vehicles and armor, but more choppers and aircraft.

China - Pretty much like in ZH
Red Army - Both.
Special Weapons - Yes, nukes and fuel-air bombs.
Electronic - ECM, hackers, propaganda, and stuff.

GLA - same old
Covert Ops - Yes, with a little bit more new stuff.
Assault - Demo + Contra Assault.
Chem Warfare - Toxin General.

Russia - sounds like China, I'm p-sure there's lots of other things to describe the faction.
Mass Production - Yes. But focuses more on vehicles rather than infantry.
Electromagnet - EMP/Tesla/Railgun......
WMD - Russian SW General.

EU - P-much RoTR EU. But it overlaps so much with USA. Pretty much Allies in Red Alert 'verse.
Adv Tech -Battlefield prototypes, plus solar, prism, bit of drones....
Def Ops - Build defenses.............
Mecha Assault - Not mecha. More like combined arms.

PPA - Very much like Empire from RA 'verse.
Nanotech - Yes, using smaller drones, transformers, Nanoswarm.
Macrotech - Yes, but different style.
Special Assault - Psionic, crystal, pretty much like Protoss tech.

And, all existing factions get to have a totally new command center.
