I apologize if I misunderstand what you are asking about. If you are:

Asking about how to set up the players
Refer to these links 1  or 2 

Asking about how to have units garrison a building
There are multiple ways to do this but the most common I would say is to simply script them to do so.
Under the scripts menu, you can set a team or specific units to enter nearby buildings or specific buildings. If you have specific units or buildings you want to be garrisoned you will have to name them in order for the script to properly work (meaning it shouldn't display ? or Unit(???) enter the building (???)) I have added screenshots for reference.
