Depends, which field of modding are you looking for? You can learn all of if but it's easier to learn one first, such as coding or 3D modelling, after you got the hang of the first one you can move to the next.

I need to find out how to mod the codes;such as changing a unit from Genvh to a different unit, structure, etc.

1) Download FinalBIG from here: http://cncgeneralsworld....howPage&page=modding
2) Go to the game directory & open INIZH.big in FinalBIG. (If you're just using Generals, then it's called INI.big)
3) Extract all the contents to the game directory.
4) In the game directory, open the folder, Data\INI\. You'll see here some of the .ini files. The rest are in the other folder that you see.

Now you can just open an .ini file in Notepad & begin modifying. Just save the file & the changes will apply in the game. If the game crashes, go to your My Documents folder & open the Command & Conquer Generals (Zero Hour) Data folder. Open the ReleaseCrashInfo.txt & it should tell you which .ini your problem is in your modifying.

If you'd like to get rid of your changes, just re-extract the .ini file from the .big file again & it will override you modifying.

I'll let you do some exploring the .ini files for awhile. Then if you have any questions, just ask.

Ex. crusader=t72 tank

Also, how do I even make new units?

Basically, changing the physical looks of the units means modifying its model or completely replacing the original model with your own.
