Why isn't the AI building naval units?
If I remember correctly RA3 AI used to build water units and excel at it, but when playing this mod they seem to never build naval units or the naval yard for that matter.
Allieds strong point too are cruisers and destroyers at higher tiers, but even on Hard AI they just spam ground units.
And most RA3 maps have 50-60 % water so this really cripples the AI.

And most RA3 maps have 50-60 % water so this really cripples the AI. The AI does build naval units, but not in every game. I won't explain the exact triggers to make the AI build naval units, but I can tell you that there is a higher chance when it's enemies are also building naval units. |

So it's like an easter egg to get the Allied build naval units? Build that 1 special unit which triggers it.
No what I mean is that the Allied will *never* actually build a naval army to conquer the waters.
I don't mean if I build 90 submarines and 10 missile subs that the lovely AI will build 1 Gunboat for looks and call that 'building naval units'. Cause that's exactly what they do.
I went full out naval battle and the Hard AI countered my army with 1 Gunboat.
So yes I stand corrected, they don't build naval armies or try to take control of the waters.
Points of winning the Hard AI: * Don't build a sub pen and they will never spam cruisers * Win

There are a lot of triggers ( economy, random value, win chance, etc ) that are included in the decision. Currently I don't have the game installed, but I'll check it later this week.
