Depends on what the mod file is.
BIG - goes directly into GeneralsZeroHour folder NOT DATA!
Folder (INI or english) - Into GeneralsZeroHour\Data YES DATA!
exe - install it
A map - My Documents\GeneralsZeroHourMaps\maps(unoffical)

Since the Real Threat mod is for Command and Conquer Generals, you would typically install it into the following directory: C:\Program Files\EA Games\Command and Conquer Generals.
EDIT: For the Zero Hour version of the mod, install it to here: C:\Program Files\EA Games\Command & Conquer Generals Zero Hour
