I'm assuming you followed the tutorial for adding AI found at this link.
http://www.cncgeneralsworld.com/generals/zerohour/worldbuilder/tutorials/adding-ai-to-map.aspx
I recently made my first map, and had trouble with the AI. I followed the tutorials and the AI worked great, but then stopped working when I added the "rain" text found on this site. I went back in and removed the rain and my AI worked again. Since you mentioned that you want rain effects in your map I'm going to jump to the conclusion that you added the script from this site and had the same problem as me. If so, remove the rain script and see if your AI works.
This is all assumption, so forgive me if this doesn't help.
I'm still getting used to scripting, so I can't really be of much more help than that. The tutorial provided above was a great start for me though, and the people here are a great help with more specific problems when you have them.
Good luck, and don't be afraid to post if you have any questions. I'm not on here as often as some others, but I will be happy to help when I can.

Remember to add the skirmish players in the Edit->Player List. Also, make sure, if you have scripts, that their all in the PlyrCivilian folder. When you put scripts in any of the skirmish player folders (including the Nuetral folder), it thinks you want to create new scripts for the skirmish players. So it will deactivate the skirmish scripts that EA Games made for the map. The PlyrCivilian folder is set aside for scripts that only have to do with the map.
If this doesn't help you, upload you map so I can check it out. Just put the map folder in a ZIP folder & upload it through the "Insert a File" link when posting a post.

I'm kind of confused. First you say, "i wanna upload my map, but how to do it?" & then, "i've added it into this post". If you don't know how to upload a map, then why did you say you did. Also, I don't see the map in your post. Did you forget to upload it if you knew how?
Anyway, I'll give you step by step instructions on how to do it:
1) Open you Documents folder & procede to open the "Command and Conquer Generals Zero Hour Data\Maps" folder.
2) There you'll see a folder with your map name. Right click in the window (not on a folder though) & move your mouse over "New>" & select, "New Compressed (zipped) Folder"
3) Click & drag the folder with your map name over the ZIP folder. A copy of you map will be conpressed in the there.
4) Create a new post here & click on "Insert a File". A window will come up. In it, browse for that ZIP folder & press the Upload button.
That's all it takes!

Well, did you try doing the suggestions I offered the might be causing the problem?
If so, could you give me instructions on how to access that link click by click?

There, fixed the link.
The following problems were found with the map:
> Inproper Water Polygon: The water polygon is not needed and causes massive lag, this polygon should be deleted to ensure faster processing in both WorldBuilder and in the game.
> Waypoints All Mislabled: Non of the AI required waypoints are labled correctly, the name of the waypoints (Center#, Flank# and Backdoor#) should be placed in the Waypoint Path Lables, not the actual waypoint names.
> Incorrect OuterPerimeter Naming: Player 2's OuterPerimeter currently reads "OuterPerimeter4".
> Buildings Outside Border: A few of the buildings are placed outside the border areas, these will not show up ingame if left out there.
Other Comments:
> Vary the textures: the entire map is one boring mono-textured terrain right now.

Thank you Krit.
Please do all that Krit suggested but I think the main reason why the AI isn't working is because you put the supplies way to far away. The AI needs much closer supplies.
A good way of making sure that buildings are not on the border is to show either, map boundaries or impassable terrain. (Both optional in the View menu.) You can also press "ctrl+I" to show the impassable terrain. This will show all the impossible areas in red including showing the border in a black line.
Another thing, this map shouldn't be this big. Try decreasing it by a factor of 2. (This can be done at File->Resize...)
