I have a friend who was wondering...
how to add a team (ai not have a start local, but have like a few units defend an area)
such as
he wants to put some tanks and rebels to guard a bridge and to attack the real player, AI or not, but not each other in that group.

Is this for a single map? Do you want one of the skirmish players build the forces & go & guard the bridge or just have some units there from the beginning there guarding?

have some units there at the beginning. It is a skirmish/multiplayer

You can do this, but it will only work for the host of the game. The units will not attack any of the skirmish players or human players, just the host. Let me know if you still want to do this.
Here's another suggestion you could do. You know what the battle ship does in the shell map of Zero Hour? (The map the plays in the background of the main menu screen.) You could script it to fire artillery bombardment at the area you want the unit to guard. But then, the skirmish wouldn't know to destroy the battleship, only the humans would.
Let me know if you want to know how to do any of these suggestions. But please tell me if you know how to create and run a script in the world builder.

so there is no way to make 5 scorpions and 7 rebels/rocket guys to attack all players coming close to the location?

Nope, not in a skimrish/multiplayer map. It only works for the host.
