Where do I find the official maps from RA2/yuri and what do I need to extract them?

All of the official RA2 map packs can be downloaded from here: http://greenerpasture.com/ra2beyond/officialmaps.asp
You just extract contents of the .zip file to the folder in which you have RA2 installed.

So there isn't a way to extract the maps from the game itself like how you can in generals?

Oh, I thought you were referring to the additional official maps that were released after the game.
I'm not sure exactly how to extract the ones that are included with the game, but I do know you can use a program called XCC Mixer (available here http://xhp.xwis.net/ ) to open the RA2 .MIX files (analogous to Generals .BIG files).
