Hi I am new into modding Red Alert 3 so I absolutely know nothing about modding the game! but I wanted to change the voices of my units! so where do I start like maybe I have to open a file? and what software do I neeed?

You'll have to include the audio assest.
See SDK\audio\AudioAssets.xml
in Voice.xml you can specify the different audio samples.

Zero Md thanks for replying to me, but please do not lose my forum yet this is not over remember I have zero knowledge in modding right now, so can we go slowly I have downloaded the sdk mod thing now.
BUT, what is step one how do I open the file or something... Like what is step one? like which folder should I be looking right now?
could you please provide a list to do.

Okay I found it but nothing was in there.... But may I ask is there a way to open SKU files? like extract them

you don't need to open those files

Do notice that this mod probably won't compile with a vanilla SDK, because bibber used his own edited mod sdk.

That's noramally not possible, because you need the uncompiled files
