There's no such tool, but you can still find most of the essential tools for modding and map making.
Our downloads page here has a lot of good stuff (much of which I myself need to try): http://www.cnclabs.com/downloads/generals/modding-and-mapping.aspx
AcidBrain also made what looks like a really cool Cameo Studio for Zero Hour that makes creating selection pics a lot faster and easier, but I'm pretty sure you've already seen that. http://www.cnclabs.com/forums/cnc_postst17027_CandC-Cameo-Studio-V1-0.aspx

Busy with other things the last few days so didnt work that much on the new app, changed some minor things...
