1) Usually, I don't bother with any settings there-- I just press okay then it exports the model to w3d. Before you export though, make sure there aren't any duplicate bones.

3)I don't know if there is an actual tga applied to the housecolors-- yes, you can have textures for housecolors so long as the sub-object is labelled HOUSECOLORxx, and the game will tint the textured sub-object accordingly.

4)gamepacks/renx has a better interface and you need it to import and export .w3ds correctly. You can use vanilla gmax but that's only until you want to export to .w3d.
