I have only just started playing generals again, and after a while, I got bored so I decided to make some maps for myself, so I downloaded the world editor and started the .exe file, but it came up with this error: the procedure entry point _AIL_3D_sample_playback_rate@4 could not be located in dynamic link library. Like what even is this error?! If anyone has come across this error, how did you fix it? I am on windows 8.1 64-bit x64 system.

Where did you download the WB from?
Also, for future reference, x64 and 64-bit mean the same thing.

You don't download the World Builder from the internet for either Generals.... it's built in with all versions of the game via Steam, on CD, Origin, etc
The World Builder should be in your CPU's directory something like this:
Windows(C:)/ProgramFiles(x86)/Ea Games/ Command and Conquer Generals Zero Hour. If you scroll down towards the bottom you should find it as WorldBuilder.exe

Right, that error been fixed, but now it says:
C++ runtime error
Program worldbuilder.exe
Abnormal termination
