Ah yes, some of those features aren't very useful in my eyes, but the Resize the map is!
Resize Map: All you have to do with this is edit a number within the hundreds. It should be pretty self explanatory as the digits you enter change the maps horizontal and vertical boundaries. Although, this tool will only expand the map towards the top and the right. It will not expand the map to the left nor at the bottom. The border doesn't expand with it because you're the one that has to adjust it to you map specifications ;)
Dump Map to File: I have actually no idea what this one does. I clicked it several times and all the World Builder did was flicker. I assume that it saves your map file and "dumps" it somewhere?
Jump to Game:Yeah this one doesn't work..... Never has. Besides if it did, it wouldn't be that useful anyways. It's best to start the game yourself to test it, or work on your map with the game running in the background.
Mesh Mold Tool: This tool actually has a solution to fix it. You can read about it HERE

Dump Map To File dumps all info from the map to a text file, you can find the file in your gameroot, mapname.map.txt.
All your scripts are in this file too so it is a handy tool...

Sorry to say, but, ZHMMM is wrong.
One can resize the map in any and all directions with the resize map tool. One can anchor the map to a corner, side, or the centre; the map will then expand or shrink from that corner, side, or the centre.

It should have a 3x3 grid. To expand south and west you should click the opposite square (north east [top right]).
