i'm using the steam version and the installer falsely claimed that RA3 was "out of date" (i JUST bought it on sale today so that can't be the case) if that helps.

Did you install the latest patches for RA3? What operating software are you running, Windows 10?

Steam comes with the latest patches and runs fine on windows 10.
Try running steam's repair tool.

Just tried installing the mod with my steam copy of RA3, which works fine without it, and have the exact same problem.
I would try it with my Origin copy, but I don't really want to fill my laptop with duplicate games.

That mod is quite old. All I can think of at this point is try running with compatibility mode (I'd start with XP SP3). And try running as an administrator.

i followed everything to the T and it STILL won't work, i've obsessively checked the syntax on the launch options in steam multiple times and the best i can do is get it to loop endlessly back to the mod launcher UI.
i give up, i regret wasting 5 dollars on a steam sale...

it's not a waste. the game itself is great. (although if all you wanted to do was play the game it would probably have been better value for money to get the ultimate collection on origin, I got mine for £6). just enjoy the game without the mod.

Really? I just downloaded Origin yesterday on my cpu and bought the C&C Ultimate Collection for $5 and all the games worked. Perhaps it may be just as simple as running Red Alert 2 as Administrator? Have you tried that?

I just wanted to report that doing the following works on Win10/Steam in 2020:
Go to launch options for RA3 in Steam
Type -ui in either alone, or at the end if you've already got some options in there
Now launch the game.
When in the UI, navigate to where it lists the mods. Then double click The Red Alert
Boom
