Is it possible that whenever a tech building(like Oil Derrick) gets destroyed then after maybe a few minutes then it would re-spawn on where it was destroyed?

Yeah, If you dont wanna mod it. You can use some worldbuilder Scripts to make it happen.
Only One problem, I dunno how to make the rubble go away. I made a few scripts that Dont really work with making the rubble go away, But they might set you on the path to figuring it out, If you want to.

Ok, I think I got it to work with GLA Hole logic, gonna need to work on it a little more tho. But I got another question, so I've managed to create an flying aircraft carrier(along with a flying battleship too) but the movement of the aircraft carrier seems weird, what do you think guys?

I think you have to spend some more time in Locomotor.ini.
