All I've done is do this to the US avenger weapon code:
AntiAirborneVehicle = Yes
AntiAirborneInfantry = Yes
AntiGround = Yes
instead of:
AntiAirborneVehicle = Yes
AntiAirborneInfantry = No
AntiGround = No
. But, my avenger now can only fire on ground units and refuses to fire on air units. what's wrong?

Anti ground
I think this could be the problem
This probably makes it be an anti ground vehicle and not anti air

Well missile defenders also have similarity to my case here.
Their air and ground weapons are combined as one (not separated like patriots, tows etc) except that they didn't have an 'AntiGround = No' statement because weapons are predetermined as anti ground. i tried removing those from my avenger airlaserone and airlasertwo yet they wont shoot at the aircrafts.

You could try the actual weapon.ini and see what's in there
If it comes to it you could always make it have two weapons (one ground and one air)

Yeah Ill just make two of those, it isnt that hard anyways probably will take 60 seconds.

Sometimes ive found my when I make a map.ini it file but as soon as I rewrite the code letter for letter it works again
Ini is temperamental and can be hard sometimes

Just messing around making a more powerful US faction :P.
I made a separate anti air weapon for the avenger anyways so now I can shoot at aircrafts
