It's a great mod, it really is.
The problem is if it's not likely to be updated/bug-fixed then we're stuck with bugs and balance issues that aren't being addressed.
Furthermore, with making The Forgotten public, you grant people the ability to add it to other faction mods.
Like, Tiberium Essence for example.
Or more likely, original content as The Forgotten as a base.
Maybe wholly public isn't an option. Lots of free content to pillage and present without due credit, that's reasonable. It's my understanding that there were quite a few people involved in this project, a lot of people contributing to it. Would it be possible to further that? Selectively work with certain mod creators to make the Forgotten accessible in alternate visions of CnC3? I'm just really curious on where this concept stands within this community.
This is all assuming it is indeed dead.
Anyway, just some thoughts.

Not sure if it's dead or not, but you'll need permission from the mod's main leader/owner to do anything with it

I e-mailed him. Apparently the mod is both not in development and is credited to around 84 people. Meaning there is practically no way to gain the requisite permissions.
Anyway, in the off chance some of them browse the forums, I'll just leave this here.
Who knows.

I'd like to release an update to fix some of the balance issues. I don't know if I have much time for that these days though.
