What is the highest value for the MAP height to be still bearable(like, you can still play the map without it being to uncomfortable to play on)?
Trying to test how a Cliffside map would look.

what do you mean?
initial height can be anything from 0 - 255. you wont notice any differences when playing the map but you will of course not be able to add mountains to a map with an initial height of 255 because thats max. height.
you can also put height levels of 0 and 255 together in one map. but what matters is how you make the transition between.
instant jumps from a height of 0 to a height of 100 will look extremely ugly and will cause planes to fly through the ground for a few frames because they are sluggish when it comes down to adapting to different ground height levels.

8 bit = 255
Default impassable water level is around 13, but u can adjust that
You have ~240 of available height if you want to include default water on your map. and considering you can make water areas yourself, you can push that up to full 0-255 of available height level.

This can be solved by smoothing the hill out, but painting it impassable (in standard paint tools @ the bottom)

thats why i said "when using instant jumps"...
of course you can smooth it out.
and what does the impassable area stuff have to do with planes?

What happens if I have a 0 Height Level? Is it still just ground?
Also I probably don't wanna make water shallow cuz it wont look good, so the default 13 would suffice.
What I meant by bearable is that will the buildings, units and anything else would be still be viewed the same? Like the Camera will still adjust to the height without screwing anything up?
I wanted to make a one of those Cliffside Maps, where there's seemingly a long way down.
What if I made the map with an .INI file to adjust the Starting Height of Cargo Planes, Support Powers etc.?

yea default height 0 works. but you will have to delete the water area to be able to see the ground.
everything will look normal. it will work with heights of 0-255.
if you use a long, smooth way to increase the height then planes will work normally too. only if you make instant jumps from a very low height to a very high height the planes will fly under the ground for a few frames.
if you are going to build realistic looking hills then there is nothing you have to worry about.
just dont try to enter higher values than 255 in the height tool because that wont work.

Hi there, thought I add my bit. You don't need delete your water if the map height is 0, water height can be negative value like -10. But cliff to high are uncool for camera and planes, a cliff height of 25 for low cliffs and 50 for high cliffs are clear and don't effect planes or the camera in a huge way. My opinion
