Hey, I've been googling for like 2 hours, and I can't find any kind of info on how the hell can I make a description of a unit when you hover over it's command button in game.... how can I make my own CONTROLBAR:xxx????

this should be an original copy of the file.
Annihilationzh posted it somewhere and I'm to lazy to find the link so I'l just upload it here.
just extract it to C&C generals zero hour/Data
and then you should open the file and you look at how the things are written
Controlbar:blablabla
"blablabla"
End
make sure you always put end.
I one forgot it and my game got so wierd.
just open this file as an text file so you can edit it [ATTACH]872[/Attach]

OK works, Typing mistake when attaching the tooltips to the commandbutton :)
