Lately ive been having this issue, im making a mod thats based a bit more on realism than the original zero hours.
And one of the things I want to do is to make aircrafts carry real like ammo, as in Raptor having anti air missiles and few bombs aswell.
But the problem is the AI will send the raptor to attack some target and then he will stick around because his "ammo" isn't empty, but its only the Anti Air ammo he has left yet he keeps flying circles around the enemy anti air defense, does anyone know how to fix this?

As long as they still have ammo, they won't return to base. I know of no way to fix this.

Thats quite annoying, and im guessing if I use only anti air loadout and they defend and area they will just keep circling aswell even if anti air fires at them..
