I have a really awesome (In my opinion) map, but i cant get the base area to flatten. The terrain isn't flat enough to build a decent base. Is there a tool that you can use to make the terrain in a specific are flat, besides the flatten tool. If not, could some one help with my map. Ill finish adding the minor details, then upload it.

Sure, use the Height Tool. Just do a few sample clicks until you get the elevation where you want then go over the base area.
