I am having quite a bit of trouble locating even the mention of a Red Alert 3 World Builder, but I am really wanting to make my own maps. Does anyone know what needs to be done to acquire it or something that would work in its stead?

There is currently no World Builder for Red Alert 3. It should become available with the first "big" patch for the game, which presumably will be version 1.04.

As far as I'm aware, there is no known timeframe for when this patch will be released.
