Be aware that there's a limit to how high you can elevate your terrain and how low you can lower it. WorldBuilder only allows height within the 0 to 225 range. If you try to go beyond this range, the terrain will just flat out at them.
Also, when elevating or lowering terrain, the brush has three important options: The Brush Width, Brush Feather Width and Brush Height.
The Brush width determines how much terrain will be raised or lower AT ONE TIME. A high value held in place would result in a flat raised/lowered ground.
The Brush Feather Width determines the steepness of your mountains and valleys. A high value will result in a smooth slow while a low value results in impassable cliffs.
Another useful tool is the Smooth Height tool. This tool smooths out the terrain and cab ne used to make more smoothly rounded hills or less steep hills.
The Brush Height simply determines how fast you can raise or lower terrain. A high value would result in a rapid change in height, good for mountains and valleys, while a lower value would result in a slower change in height, good for when you're just trying to create uneven terrain in non-base building areas.
That should help you clear up your mountain and valley issues.
