Your first problem i solved long ago.
Unlike RA2 or any other previouse game you cannot just place a civilian vehicle on the map and be able to enter it. You need to add a script. I've no used the program for some time but i should be right if you click on the unit and give it a name (The civilian unit) then go onto Edit->Scripts or scripting. Now make a new script under the civilian folder.
I am a bit lost now. Just scroll through the scripts there should be one that like "Make unit unmanned", then put in the units name and click ok.
Now this unit will be available for people to take over with infantry!

Your'e second problem could be multiple things. If you browse this site ther should be a section under Zero-Hour or Generals like Worldbuilder. It really has some basic usefull tutorials that can help you. One of them explains in detail how to setup basic AI for Skirmishes or Online play.

Yes, do as Sky Demon says to make a unit unmanned. (But you don't need to put the unit under the Neutral player.) You'll find the action, "Make unmanned." in the "Unit\Status" action folders of the script.

the second thing is after making waypoints the p2 start, they dont build anything.

This can be caused by several things:
1) You haven't added the Skirmish players. (Go to "Edit->Edit Player List..." & click on "Add Skirmish Players"
2) You have a script in a folder other then the PlyrCivilian folder. (Go to to your scripts & move any scripts that are not in the PlyrCivilian folder to the PlyrCivilian folder.)
3) You've created a player when placing a faction structure/unit. (Go to the Player List & delete any players that have the name "Plyr" in front of them except the PlyrCivilian player. If it asks you if you're sure to delete the player because objects are belonging to it, hit "Yes". Then go find those objects & put them under the PlyrCivilian player. To prevent this make sure the default owner for the object is PlyrCivilian:

I don't have that "Make unmanned" in my WorldBuilder v 0.8. I don't have Zero Hour, too. Is it somewhere in my WB or I must use a group of Jarmen Kells?

Yeah, you'll have to use Jarmen Kells using just Generals & not Zero Hour.

http://www.cncgeneralsworld.com/downloads/downloadmanager.asp?action=showPage&page=maps  (It's called, Tank and Infantry Only.) I'd point you to the topic I helped him with but it looks like all posts get deleted after a certain time. Just see how it's done in the map & come back here with any questions.

Yeah, that's the topic. I searched the term, "unmanned", but I never found that topic, which is really weird because it's mentioned several times.

So just read through that topic, CMD_Keen. It should help you a lot.

Thanks, guys. Maybe we can change in map.ini some unused type of soldier and give it KILL_PILOT damage type, so we don't need to use that many Jarmens.

I'm not sure how to make unit types to be unmanned to begin with in a Map.ini file. There really isn't that many units that the human players can't build anyway. But I guess you could use the ones with CINE_ in their names.

Thanks Pi,now I know why my map Sunken City,Valley of Nowhere,Sandy Wasteland, and the newest one,Rivercity War,where my allies(I usually used an allies to test a map)didn't do anything.
For sure, whatever it was,the best option is to fight dirty when there's is no more choices.-That was my own philosophy.
