Im using the infantry tutorial (the sticky) and Im on page 5 and it says add all the bones that are needed. but he doesn't say which ones are needed. Does someone know

I meant add all bones except from the obvious ones that aren't part of the actual person, i.e. you want to leave things like effects, A or OBox's, and the likes of. In this case you'll want to hold Shift click on the bone at the top of the list then scroll down and click on the bottom bone, then holding the Control(Ctrl) button on your keyboard click on MuzzleFX to unselect it in the list.
