http://gendev.gamemod.net/page.php?file=/vanguard/faction but I don't really understand the last bit so whenever I try to start the game I get a serious error.

dose anyone know of one?

Adding all those command buttons and sets isn't really necessary. Just try creating a new side by copying an existing side in PlayerTemplate.ini and ControlBarScheme.ini.
