does anyone know how to rotate the camera in the world builder i know you can change from top veiw to normal view but i would like to rotate camera if you can?

Press and hold the central scroll wheel on your mouse then proceed to move your mouse left and right to rotate the camera around whilst the scroll wheel is still held down.
