The script you need is under Map/Modify/Adjust water height to a new level with damage over time.

*** IF ***
True.
*** THEN ***
area 'Default Water' changes altitude to 0.00 in 900.00 seconds doing 0.00 dam_/sec.

This is assuming you have some elevations to work with. Both land and water should be raised
so there's room to lower the water level.

OR did you mean AFTER 15mins? Then you need to add a timer script.

*** IF ***
True.
*** THEN ***
Set timer 'WaterDropDelay' to expire in 900.00 seconds.

Then have timer activate water drop.
*** IF ***
Timer 'WaterDropDelay' has expired.
*** THEN ***
area 'Default Water' changes altitude to 0.00 in 30.00 seconds doing 0.00 dam_/sec.

OK,

Well you first need to add players if you haven't done so already.
Go to Edit/Edit player list...
Then at the bottom of the pop-up window, you'll see a button called Add Skirmish Players.
Click that button then OK.

Then go to Edit/Scripts...
You'll now see a list of folders.

Click on the Plyrcivilian folder and then the button to the right that says New Script...
Make your timer script first.

The window that comes up gives you a place to name your script and set general conditions.
Name your script WaterTimer or something like that.

Then click the tab that says Script Conditions. You'll notice it says, IF True. That's what you want for this script.
Then click the tab that says Actions If True. You'll see it says, Null operation. (Does nothing.). You DON'T want that so click Delete.
Then click the button called New... You want to find Scripting/Timer/Seconds countdown timer -- set.

You'd then see '???' which is where you would name your timer. ie WaterDropDelay
Then set the delay time in seconds.
Hit Enter and set your script.

Then make your water-drop script. Start at player Clyrcivilian folder again. New script... Only this time under Script Condition, change the condition from true to the timer you just made.
Delete,True and find condition that says Timer Expired and set to your timer name.

Then under Action If True, look for the folder that says Map. Then click Modify and you'll see the script to change water height over time.
Good Luck!
