I wrote a Python package that can be used to create and edit Ra3 maps.
(Built on top of @wu's C# library)

Installation:
pip install --upgrade ra3map

Features include:
  • New map / edit map
  • Modify terrain height
  • Fetch/add/remove unit objects
  • Fetch/add/remove waypoints / player start waypoints
  • Fetch/add/remove teams
  • Change tile texture
  • Get players
  • Fetch/add/remove scripts (IN PROGRESS)
  • OTHERS
