How to modify China Bunker so hackers can break in and produce money but also accept foot soldiers

For example if I have 10 places I can put 3 hackers and 7 soldiers and hackers produce money and soldiers shoot.

I just tested it, its not possible -- the current container for internet hacker that access to garrison codes are hardcoded to not let your units inside fire at enemy while inside the object.
