So, I'm rather new to modding the Generals, but I was hoping to make a building more or less a copy of the RA3 training academy? The one that makes all produced units start at Veteran 1 or whatever. I'm basically in the dark here, and I couldn't find anything on here about someone who already had this idea with the search function, so any help would be appreciated!

If this is the wrong way to go about asking about this, that's my bad!

I will try to answer your problem, to make a new building / unit, you need a modeling tool like gmax / renx and to make all the units produced starting as veterans or something else, you might be able to use code

ScienceRequired = ....
End

in the unit you want, then for the science you might try putting it in the building in commandset.ini for example:

CommandSet AmericaStrategyCenterCommandSet
1 = Command_PurchaseScienceXX
...
End

I didn't even notice this thread amidst all the spam.

You can just remove the ScienceRequired line instead of adding a commandset. To get units that start with a different veterancy from the normal ones, you'll have to create clone units.
