naturally USA has pilot spawn when veteran unit is being destroyed. is it possible to lock this under GP? = only after certain GP pilots will be spawned.

Possibly, but it would require a workaround.

EjectPilotDie can have ExemptStatus, preventing the pilot from spawning. So finding a status that can be triggered by a science may work. But doing that will involve its own workaround.

There's also the option of having the pilots automatically die (suicide) unless the science is purchased.
