I know how to change the standard types of hotkeys but how do I change other ones such as
ctrl + 1 OR
H
or SPACE
and so on?

Is it possible or are they hard coded?
I did check for them in the normal hotkeys generals.csf but didn't see unless I missed them.

I think those are hardcoded.
(like, H - command center, X - scatter, F - formation, alt+mouse1 waypoint, E - idle worker)

You can still use them as hotkeys for your commandsets, but these hardcoded hotkeys will also be performed.
(ex. &High-velocity Armor-pentrator MiG, if I press H while on Airfield, I will build the unit and center to my command center.)

Well , are they any useful ?

I can't understand if this are used as some Hotkeys or not ; you know , I can't Understand how are they supposed to work ...

But come and think , we have enough Hotkeys (1 useful : ctrl , Force Attack)

The CommandMap ini files were remnants from when the game was in development. These were developer keys which had various effects(give cash, give generals points, etc.,), obviously it's disabled on release.
