I would like to know if someone have flatten tool ex. I want to build over the hill but it can't there is the building or something that can build over those hills to flat them out of is there a way to set the building can be built anywhere in the map?

Closest thing you can do is place a building as close as possible to the hill - the building will flatten a LITTLE bit of the hill for you. Keep repeating till you're happy I suppose.

Don't think there's a way to do just what you want in-game though.
