Where do you download the Generals World Builder?

You don't download it. It comes with the game when you install it. Go to my computer> OS (or OC whatever your hardrive is named.) Program files, EA games, then command and conquer generals. Open that folder and you should find it titled World Builder just double click it! Same goes for Zero Hour instead of command and conquer generals folder you go into command and conquer generals zero hour.
