is it possible to make the leaflet drop's disabling ability to be put on an aircraft's weapon or better, on a ground vehicle? i don't want to use EMP because it doesn't disable infantry

This should be possible. You need to use an OCL to spawn the leaflet object and attach the OCL to the weapon you want to have the effect.
