Can anyone tell me how to mod shockwave's file so that I can make my airforce aurora bombers have more damage?

1) Run the game. This will disable any mod protection. (I know Contra and Cold war crisis use mod protection, don't know about shockwave).

2) Minimize the game, and check the game directory for new .big files.

3) Open them, extract whatever you want, and place them in the INI folder.

4) Change it to your hearts content.

It tells me that access is denied when I try to run the game and minimize to change the file.

Then use copy and paste to make a duplicate that you can edit.
