When I put trainenginevery slow on the map and put the map ini in the folder, it still goes slowly with no cars?????? Why?

from what I get you have the object trainengineveryslow on the map, and it spawns only the engine in-game and no cars? and what is in map.ini?
I am no pro in WB, but from what I remember, there is a very slow train in Gen GLA final mission?
you could check out what EA has put in that mission for it to work properly.
