I am working off of an already made map(not me, and don't worry it is only for my use)and the Naval Yard tech is locked. And most of the map is water. So yeah, how do I unlock it?

Edit; The Naval Yard in the Tech Tree is locked.

If it isn't a modded map, then there must be some scripts that restricts Naval tech.

Make a back-up of your map first.

Look in the scripts section and remove the ones for Naval tech.. remember that you will need to remove them for all factions.
