Where can i accses official maps in world builder so i can edit and then make the edits unoffcial (i.e. like the maps scudtournoment, 2v2 tournement desert, .nFc. Recoil Tournement Jungle, etc)❓

Use the program to open the .BIG file 'Maps.BIG' or 'MapsZH.BIG' from the Generals or Zero Hour directory respectively. Extract the map, along with any accompanying into the maps folder in the Generals or Zero Hour file in My Documents and open in with the respective World Builders.

i never got how to extract stuff... like (ii know its not on generals) xml BIG files

Modding for C&C is pretty difficult right now unless you're a masochist and like the idea of trying to decipher the compilation algorithm for the XML files.
