Is it possible to completely change what particles/FX are displayed based on what level of detail is selected in the options menu?

Yes, there is a Priority= tag for each ParticleSystem that ranks particle systems in order to determine which ones to skip when the number of particles passes the maximum limit of the graphics setting. I'm not sure exactly what ranks you can give or their relative status, though.
