for the whole game, you must put a .ini file into your .ini directory. I don't have this .ini file and I can't make it. so if you want it for the whole game you must search on the internet

All you need to do for that is go into CommandSet.ini and remove the superweapon building's construction button from the CommandSet of each construction unit (both Dozers and the Worker).
