I know exactly where you're coming from as I had the same problem when I first started making maps.
First, I would move the water out of the way as it can block the view. Click on the left edge of your map (not a corner) and grab the default water and drag it to the left so it's out of your map area.
Next, use keyboard input (Ctrl I), show impassable terrain to show where your border is. This would look blue and be the size you have set for this map. i. g. Five feet from the edge of map or whatever you have border size set at.
Next, press the Border Tool button found on the right side of your tool bar. The border should show as a solid orange band.
OK, now resize your map. You'll see the map size changed but the orange border is still the same size. What you need to do is resize the Orange border to match the blue one. Grab the upper right corner of the orange border and drag it to match.
Note: If you originally set your border size to zero, this would be to the edge of the terrain and that would be where you would drag the orange border to.
Then just resize your water to the new size. You'll want to resize it BEFORE you drag it under the terrain. Grab the top right corner and make it bigger than your map size. Do the same with the bottom right and top left corners. Once it's big enough, drag the water so the bottom left corner matches your terrain. Then bring the other corners down to size.
Side note:
Whatever you do don't delete this Orange border. I did that once by accident and the map didn't work.
