i cant see any trace of it when i search it via ctrl+f on weapon.ini

It's because it's NOT a weapon.

It's an OCLSpecialPower.

You have to look for the OCL in ObjectCreationList.ini. I think it's SUPERWEAPON_EMPPulse. (yeah, Electro-Magnetic Pulse Pulse, thanks EA.)
