I would like to add this to the Superturtle ... I mean the Superweapon General's arsenal.

I saw there is at least one mod out there that does this, but wiki says only the model is in the game files. Do they add this by re-skin the Scud storm?

I would like it to shoot tomahawks rather than the GLA ballistic missile, and not leave any anthrax residue when destroyed.

All that's missing is the code. You can even enable it in a Map.ini
