These seem very useful and there are situations I would use them but can't because they're grayed out anyway to fix it?

Wb is not finished because the had to rush to release the game, thats why you also get those error messages when you use the height tool or texture tool, wb was released in debug mode and thats why *censored* like this happens, f'g Endless Agony(aka EA) is only interested in money not in releasing finished games...
