Okay, the problem is simple. In the .big file you have the FactionBuilding.ini file only in an Object folder. That needs to be in the INI folder which needs to be in the Data folder. So rename it from, Object\FactionBuilding.ini to Data\INI\Object\FactionBuilding.ini. Although since you have the original FactionBuilding.ini file in that .big file, you'll need to remove it before renaming the modified one.

It still doesn`t work,all it does is you click it then it goes bling and starts to recharge but it doesn`t reveal the map?

Over a long time, I think it's okay to post a new reply rather then to just edit your last post. Since the forum migration awhile ago, topics haven't been bumped to the top of the list just by editing a post. So if you want me to reply to a topic that hasn't been active in several weeks, you'll need to post a reply.

Anyway, I'll need your mod file(s) again to find the problem.

Okay, I figured out how to fix it. You need to add:
  Behavior            = SpyVisionUpdate ModuleTag_099
    ;<NO DATA>
  End
to it. Which is weird because it doesn't have any data.

As for the shortcut command button, I found that you can't raise the limit in the PlayerTemplate.ini. The game doesn't crash, but the intelligence command button doesn't come up when it's in the 6th slot. So you'll need to sacrifice a shortcut.
