I want to disable the generals promotion in the scripts on a custom skirmish map. Not just for the ai to not use them but for human players to not be able to use them either

Is this only for a skirmish map? Because it won't work with multiple players. You'll need to make a simple "map.ini" file for the map. Let me know how much you know about "map..ini" files.

Oh! I did not think of that action. Since it's for the whole map, it should work fine.

Try setting the limit at rank 0. That may not even allow you to get the first rank.

I tried that before you said that, setting it to 0 that is, it didn't work I guess the ini just gives them one no matter what at the start
