updated again with a few changes
- Starting units removed... they were often unfair for early game and led to luck-based rushes (plus if you really want early units, its always possible script them into a map via worldbuilder anyway)
- Ore trucks now cost 1000, allowing for quicker economy start-up and recovery. truck health has been reduced slightly to compensate.
- V2's no longer need Radar Dome, so Soviets get some reliable anti-infantry capability right off the bat.
- Helipads can now build and support multiple helicopters, but note that pads can only do one thing at a time: either support a landed heli, or build a new one.... so to build new helis, you must ensure no heli's are already landed on the pad. this is partly because of engine limitations, but i think it's a fair deal anyway.
- Soviet tanks now correctly spawn a rifleman when destroyed, like allied ones already do.
- A couple of other balance tweaks: eg Allied Tech Center GPS kicks in sooner, Spy Plane less cooldown time, buff for Shocktroopers, cheaper Mechanics etc.
